Yes, cards are issued after identity verification.
Where can't the card be used?
The card's terms are shown before issue. For example, the US-region Visa card is deleted without a refund if used to pay for Uber, 18+ services, casinos or crypto exchanges.
Is there a physical card?
For now, cards are virtual only.
